HCEC has an experienced, diverse staff of professionals. Our licensed staff joined the HCEC family between 5 to 34 years ago. Many started as interns and just never left! We often work as a team to help clients, combining different staff members to serve our client’s specific needs. All staff members are trained in the Three Principles and meet regularly for supervision and to share ideas about how to better serve our clients.

Christine Heath, LMFT, CSAC, MAC
Executive Clinical Director, 3PCG Registered Practitioner
Chris is a licensed marriage and family therapist is both Hawaii and Minnesota. She has been a student, trainer, and program developer of the Three Principles for over 30 years. She is a worldwide consultant and educator for business professionals, social services and health care agencies, as well as providing supervision for graduate students of social work and marriage and family therapy.
Deb Waterman
Executive Director
Deb joined the staff in 1997. She handles client intakes, assignment, and business matters for the agency. She has over 30 years of administrative experience in the mental health field. She liaisons closely with the therapists to facilitate appointments and manages client insurance issues. She lives on a farm on Hawaii Island with her husband and their ever-increasing brood of feral pigs, and loves the Chicago Bulls with a passion.
Stanley Luke, Ph. D.
Clinical Director
Stan is a licensed clinical psychologist who has clinical experience with adults, children, and families. He has worked for managed care organizations, Helping Hands Hawaii, Kahi Mohala, and the VA’s PTSD Residential Program. Additionally he has experience with substance abuse, and previously sat on the board of the Alcohol and Drug Addictions Division with the State of Hawaii. Born and raised in Hawaii, he received his Ph.D. from Northwestern University and his B.A. from Amherst College. Stan enjoys tennis, church and community service, cooking, and family activities.

Tracy Araujo, LMFT
Licensed Marriage and Family Therapist
Tracy is a Hawaii-licensed Marriage and Family Therapist. She graduated from Chaminade University in 2013 and joined the HCEC staff in 2014. Tracy works with individuals, couples, and families in both the Kailua and Aiea offices and via telehealth. She enjoys helping people learn to live in the moment and to be free of stress.
Julie Ray Cohen, LMFT, CSAC
Licensed Marriage and Family Therapist and Certified Substance Abuse Counselor
Julie is a licensed Marriage and Family Therapist and Certified Substance Abuse Counselor at HCEC. Experienced in working with couples, families and individuals, as well as severely mentally ill clients, Julie provides assessments and treatment for mental health, substance abuse, anger management and parenting classes. Julie enjoys assisting clients in detaching from habits that no longer serve them and guiding to the health within them.
Sherilynn Y. Emiliano, LMHC
Licensed Mental Health Counselor 3PCG Registered Practitioner
Sherilynn is a licensed Mental Health Counselor and a National Certified Counselor. She enjoys working with children, adults and families. Sherilynn has been working with HCEC for over 30 years and is a provider for most of Hawaii’s private insurance carriers. She is past president of the Hawaii Counselors Association. Sherilynn received the American Mental Health Counselor’s Association Award as Mental Health Counselor of the year.
Hannah LeMans
MA Counseling, MHP
Hannah is a mental health professional that enjoys working with individuals, groups, teens, and families. She currently works with HCEC as an intake specialist and co-facilitator for the Ho‘o Maka Hou anger management and domestic violence program. Additionally. Hannah works as an intensive in-home therapist with Hale Kipa in East Hawai‘i. She graduated from the University of Hawai‘i at Hilo with both her B.A in psychology and M.A. in counseling psychology.
Louis Pavao, LMHC
Ho’o Maka Hou Kumu
Louis has been a student of the Three Principles for more than 20 years. He had worked with domestic violence and anger management groups in the past, but he knew something was missing. When he started learning about innate health, he knew that was the key to helping people. He has worked with HCEC since 1998 and, with Christine Heath, developed the Ho`o`maka`hou Program. A few years ago, he retired to sunny Mexico to play Hawaiian music and siesta in the shade, but was lured back to HCEC last year to co-facilitate weekly groups.
Tracy Tagaca, LMHC
Licensed Mental Health Counselor
Tracy was born and raised on the Island of Oahu where she was a licensed teacher for eleven years. Currently, she lives on the Big Island working as a school psychologist for the Department of Education for the past ten years. Tracy holds three Master’s degree in Education, Clinical Psychology and Marriage and Family Therapy. She is a Hawaii Licensed Mental Health Counselor.
Brandy West-Bey, LMFT, CSAC, SAP
Licensed Marriage and Family Therapist, Certified Substance Abuse Counselor, Substance Abuse Professional.
Brandy is a licensed marriage and family therapist and a fourth year PhD student studying systemic leadership in MFT at Northcentral University. She received a master’s degree in marriage and family therapy with a specialization in military family therapy from Northcentral University and received a bachelor’s degree in criminal justice from Eastern Kentucky University. Her current field placement is with the Hawaii Counseling & Education Center as a marriage and family therapist and with the Department of the Army as a behavioral health and substance use disorder clinical provider.
Joy Belonga
Coach
Joy is a well-being coach who has studied the work of Sydney Banks for over 20 years. She is passionate about pointing others to their innate health and wisdom. Joy has a master’s degree in Education and has worked with Michigan State University Extension and with University of Nevada. More recently, she taught ESL in a remote village in Thailand. Joy resides in Oregon and loves being in nature hiking, biking, camping, traveling. She is the proud mother of two adult children and has two amazing granddaughters.
Amanda Luning
MH Counselor, MFT
Amanda is an intern with HCEC and is working toward her master’s degree in Marriage and Family Therapy with Northcentral University. She earned her Bachelors in Psychology, with a specialty in addictions studies. She has been working in the mental health and substance abuse field for over 10 years. Born and raised on the Windward side of O`ahu, she is committed to her community and native Hawaiian culture.
